RFI #: 3 | QUESTION: Section 31 63 33 - 3.2 B " Percussion-type drilling equipment is not permitted." This will cut production in 1/2. Is this what you want? FYI micropiles and tiebacks are installed with double head rigs, rotary on the casing pipe and percussion (hammering) on the rock with the internal (removable) drill string. I suggest modifying your specs or using NYSDOT specs not intermixing them. | ANSWER: Bid in accordance with the specifications. |
RFI #: 4 | QUESTION: Where are the load tests and how many are their both Tension and Compression? | ANSWER: The load test procedure shall be proposed by the contractor and accepted by the Geotechnical Engineer. A 3 pile set-up with reaction piles and hydrualic jacks is anticipated and the piles shall be tested in tension and compression. |
RFI #: 5 | QUESTION: Are you going to specify the number of drill rigs you want as 500 piles in 5 months on this site is very aggressive? | ANSWER: We are not dictating means and methods. Rotary drilling methods would include utilization of re-circulation polymer slurry, slurry pumps, de-sanding equipment and roller bit tooling. The subsurface conditions coupled with these drill methods and winter work in the Adirondacks will result in the most onerous and low production drilling imaginable. Please consider use of industry standard percussive (pneumatic) drilling methods. | ANSWER: Please see the response to RFI #3. |
RFI #: 8 | QUESTION: 'Please provide a pile plan for Curve 20 similar to what was provided for the other work areas. | ANSWER: See Addendum #2. |

RFI #: 17 | QUESTION: We request that the bid date be postponed from Tuesday 12/19, to Friday 1/17/25. The project was published on 11/22, which leaves a period of only three and a half weeks to complete the bid process, which was further compromised by the Thanksgiving Holiday. This project also contains a critical delegated design component, with the ammonia refrigeration system. This is a niche scope of work with limited qualified providers within the northeast. We’ve reviewed the project timeline with multiple of these firms, and several cannot commit to completing the required work to produce a design and cost estimate within this time frame. We are very interested in pursuing this project, but with the limited time available, we will not be able to turn in a bid. If the project can be postponed until after the holidays, we feel confident that it will increase the number of bids that ORDA receives and increase their competitiveness, resulting an overall lower cost. I understand that the project has a strict construction schedule to meet the objectives outlined in the project information, to have everything operational for the winter of 25/26.
