Benefits Administrator
Position Overview
The Benefits Administrator function within the Olympic Authority’s organization is the centralized location to oversee maintenance of employee benefits. This position is responsible for directing and planning the day-to-day operations of group benefits programs to include but not limited to health, dental, vision, long-term disability, life insurance, worker’s compensation, retirement benefits. The administrator provides excellent customer service for both employees and retirees of the Olympic Authority. The administrator continually works to improve existing programs and supervises and monitors benefits administration. The Benefits Administrator reports to the Olympic Authority’s Director of People & Organization Development.
Duties and Responsibilities
- Ensure compliance with government regulations.
- Ensure timeliness and accuracy of all employee deductions and health insurance invoices.
- Provides support to the Director during negotiations with vendors and administrators for best plans, options and rates.
- Provide full payroll coverage in the absence of the Payroll Administrator, ensuring accuracy, compliance, and timely completion of all payroll functions.
- Serves as a lead contact for all plan vendors and third-party administrators.
- Document and maintain administrative procedures for assigned benefits processes.
- Processes benefits enrollments, COBRA, terminations and changes.
- Maintain employee benefit files and updates employee records.
- Compile employee data and process monthly billings for payment of all related invoices.
- Organize and distribute information for enrollments, open enrollments and summary descriptions.
- Prepare and track disability and paid family leave for Management Confidential employees to include quarterly invoices.
- Enter benefit transactions and ACA information in the ISolved Payroll system.
- Process funding and deposits for Health Savings account.
- Prepare journal entries, in conjunction with the Finance office, for worker’s compensation, HRA and FSA usage, and coding of annual retirement invoices.
- Prepare annual purchase requisitions for all health insurance costs.
- Calculate and prepare invoicing of COBRA and retirees monthly health premiums.
- Work with Actuary secured by the Olympic Authority for GASB information required for financial reporting.
- Enroll and report to NYS Retirement, information required for employees purchasing previous time worked, retirement information, Pension Integrity questionnaires.
- Ensure proper reporting, documentation and follow-up of Management Confidential worker’s compensation claims.
- Serve as back-up and a resource to the venues for worker compensation questions.
- Inform employees of their random selection for the quarterly OSHA testing
Skills and Qualifications
- 1-3+ years HR Administration with benefits preferred.
- Proficiency in Microsoft Office, Adobe
- Knowledge of HR software such as UKG, ISolved, WorkBright preferred

- Capacity to handle highly sensitive situations and information with utmost professionalism.
Salary Range and Benefits:
The salary range for the position is $58,512 and a maximum salary of $84,258 per year. The hiring range for this specific position is $58,512 – $64,363 per year. The final offer will be within the hiring range and will be dependent on qualifications and experience.

Public Relations & Community Engagement Manager
Position Overview
The Public Relations & Community Engagement Manager serves as an Olympic Authority specialist responsible for leading, managing, and executing public-facing communications, media relations, community impact initiatives, and legacy engagement.
This role elevates the organization’s profile year-round through high-quality storytelling, targeted media outreach, and relationship-building with media, community, and legacy partners. The position ensures all Authority’s stories are consistently and strategically shared, shaping public perception through meaningful community engagement and aligned messaging that highlights community, economic, and social impact while supporting organizational priorities.
Duties and Responsibilities
Strategic Storytelling & Message Development
- Develop press releases, media advisories, feature stories, thought leadership pieces, and public-facing content aligned with the Authority’s mission and priorities. Identify and pitch compelling story angles to targeted regional, national, international, and specialty media outlets.
- Collaborate with internal departments to gather stories and craft narratives highlighting organizational impact, tourism, partnerships, and community initiatives.
- Support flagship publications (ex. Annual Report, Economic Impact Report) with PR and provide copy development and content messaging support to ensure consistency across platforms and audiences.
Media Relations & Public Affairs
- Build, maintain, and strategically grow relationships with journalists, editors, travel writers, bloggers, and media influencers.
- Maintain a dynamic and targeted media list aligned with organizational objectives.
- Proactively secure feature coverage and thought leadership opportunities.
- Respond to media inquiries with accuracy, timeliness, and brand alignment.
- Track media coverage, analyze performance, and provide reporting with recommendations for improvement.

Organizational Public Relations & Messaging
- Manage proactive PR campaigns that enhance awareness of the Olympic Authority beyond events, including tourism, partnerships, internal achievements, and community initiatives.
- Coordinate external messaging for key organizational priorities across departments.
- Support preparation and dissemination of pre- and post-Board meeting communications and public notifications.
- Support state reporting requirements through preparation of communications, summaries, and updates for State officials.
- Support crisis communications planning and execution in coordination with Communications leadership.
Community & Legacy Engagement
- Build and maintain relationships with community and legacy partners.
- Identify, define, and craft community and legacy community initiatives aligned with organizational goals.

Content Amplification & Multiplication, Reporting & Measurement
- Coordinate and deliver community and social impact content, imagery, and data for use across media outreach, websites, social media, newsletters, and publications.
- Develop and provide content for internal communications, including staff newsletters and portals, ensuring alignment with organizational priorities.
- Actively participate in and optimize the Olympic Authority’s digital and social presence to drive measurable growth in followers, engagement, and reach across platforms, including LinkedIn and Authority-owned news and information channels.
- Test and refine content formats and distribution strategies to increase visibility, engagement, and overall performance.
- Manage executive LinkedIn presence in partnership with leadership, including content strategy, editing, posting, engagement, and performance tracking.
- Monitor analytics, audience behavior, and platform trends to adjust strategy in real time and drive sustained audience growth.
- Establish performance benchmarks and own outcomes related to follower growth, engagement rates, and channel performance.
- Track, measure, and report on the effectiveness of PR, community impact, and legacy initiatives using both quantitative and qualitative metrics.
- Provide data, insights, and narrative support for Economic Impact Studies, event-specific impact reports, and other organizational reporting mechanisms.
Skills and Qualifications:
Ability to manage multiple stakeholders, and deadlines with professionalism and discretion.
Bachelor’s degree in communications, Public Relations, or related field along with a minimum of eight years working in a community or sport relations capacity. Relevant, progressively responsible experience may replace educational requirements on a year for year basis.

Contract Management Specialist
Position Overview
The State of New York Olympic Regional Development Authority (ORDA) is seeking a Contract Specialist who will oversee and assist with the implementation of ORDA’s procurement processes. The successful candidate must have sound technical writing and critical thinking skills and will be primarily responsible for two essential functions:
- Working directly with ORDA’s Office of Environmental, Planning and Construction in managing solicitations and contracts for design and construction work, including drafting work orders and change orders for professional service and maintenance service contracts, and preparing contracts for major construction work as well as venue operational supplies and equipment.
- General implementation of ORDA’s Procurement Policy and processes; working with the Finance Office and the Legal Office to assure overall compliance with policy and processes, including, but not limited to, solicitation and award of contracts.
Duties and Responsibilities
In addition to reviewing, processing, and tracking ORDA contracts, the Contract Management Specialist will assist in contract preparation and provide fiscal and administrative oversight. Specific tasks will include:
Assisting ORDA management and staff with all aspects of the procurement process:
- Working with the Legal Office and ORDA’s project management staff to develop, evaluate, and review contract formats and standard terms; develop and implement model contracts, Requests for Information (RFIs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Sole/Single Source procurements, and other related documents such as procurement requirements for bidders.
- Providing technical assistance to ORDA management and staff related to New York State’s laws, rules, regulations, and policies on contract administration.
- Assisting with the drafting of bid documents.
- Assuring the completion of routine administrative processes associated with ORDA contracts including the publishing of required contract notices in the New York State Contract Reporter.
- Providing guidance to ORDA staff on the evaluation and selection process for different procurement methodologies.
- Reviewing procurement records for compliance with all applicable laws, rules and regulations, including MWBE requirements.
- Working with various project managers to ensure accurate execution of all documents needed for the procurement record.
- Assisting project managers with drafting written responses to questions submitted by bidders and other interested parties on contract awards and contract status.
- Working with project managers to evaluate bids and determine the recommended awardee.
- Reviewing contracts for fiscal and programmatic accuracy as well as adherence to State and ORDA procurement policies.
- Recommending contracts for rejection or approval.
- Oversee tracking and monitoring of contracts:
- Assisting the Office of Environmental, Planning and Construction with change orders and other contract amendments.
- Reviewing contract payment submissions and payments to ensure that payments are made in accordance with contract terms.
- Working with project managers to track contractor performance, including price adjustments, amendments, contract interpretation, and contract compliance issues.
- Reviewing budget modifications and contract amendments to determine the impact on the contract and to ensure continued compliance with applicable regulations.
- With input and assistance from project managers, performing contract monitoring tasks and addressing any necessary contract modifications/amendments.
- Recommending improvements to ORDA procurement policies and procedures, documenting problems with documents and/or processes, and working with the relevant contracting staff and Legal Office for resolution.
Skills and Qualifications
- Bachelor’s degree in a business field or related work experience.
- 5+ years professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors, fiscal management, including bidding, payment, analysis, and fiscal reporting, contract development, developing requests for proposals, contract execution, and monitoring and review of contract terms.
- In-depth knowledge of preparing and reviewing contracts, and negotiation terms.
- Extensive understanding of NYS Procurement Law.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
- Excellent written, verbal, and interpersonal communications skills.
- Multi-tasking and time-management skills, with the ability to prioritize tasks.
- Excellent analytical and problem-solving skills.

Sustainability Manager
Position Overview
The Sustainability Manager is responsible for the ongoing development and implementation of the Olympic Authority’s Sustainability Program, and the organization’s compliance with NYS Executive Order 22. This position involves coordination with all Olympic Authority Venues and Departments, as well as external stakeholders and regulatory agencies. The Sustainability Manager reports to the President & CEO.
Duties and Responsibilities
Regular duties include, but are not limited to:
- In cooperation with organizational leadership, establish the Olympic Authority’s sustainability guidelines, goals, and implementation plan;
- Establish centralized baseline data and monitor, maintain, and report regularly on various sustainability metrics, including energy use, solar offsets, water usage, waste management, fleet utilization, and salt mitigation efforts;
- Oversee and enhance the Olympic Authority’s sustainability initiatives across all venues and operations;
- Serve as the primary point of contact for sustainability related inquiries;
- Provide guidance on sustainability policies and initiatives for venues and staff;
- Organize and lead a sustainability committee to review sustainability processes, deliver training sessions for employees, and champion and drive cultural change within the organization to embed sustainability into everyday practices;
- Prepare and submit annual sustainability reports to GreenNY Council, facilitate and participate in webinars, presentations, and working groups, maintain communication with key stakeholders, including OGS, DEC, NYPA, and NYSERDA;
- Implement and oversee green procurement policies based on approved GreenNY specifications and integrate green procurement requirements into organization-wide purchasing protocols;
- Support the Olympic Authority’s alignment with EO22, including development of multi-year timeline and budget to achieve its requirements;
- Develop and implement plans for fleet electrification, maintain and update a Fleet Decarbonization/Conversion Plan Template, and monitor EV charging infrastructure;
- Develop and maintain a Waste Diversion Plan Template, including tracking and reporting on various waste streams, conducting routine waste audits and implementing strategies to divert organic waste and eliminate single-use plastics;
- Support initiatives aligned with the NYS Pollinator Protection Program and Integrated Pest Management, manage programs to address invasive species and protect natural resources, ensure the preservation of endangered species and biodiversity;
- Implement strategies in line with the NYS Dark Sky Initiative and collaborate with relevant municipalities to reduce light pollution;
- Represent the Olympic Authority with relevant environmental groups;
- Support sustainability content on the Olympic Authority websites and help execute strategies to communicate ORDA’s sustainability efforts;
- Integrate sustainability further into event planning;
- Promote stewardship education for employees and the public through educational opportunities and interpretive signage
Skills and Qualifications
- Bachelor’s degree in Sustainability, Environmental Science, Environmental Studies, Natural Resource Management or related field;
- 3+ years of experience in public or private sector sustainability management, nature resource management, or related field;
- Excellent organizational and project management skills with the ability to manage multiple projects simultaneously;
- Strong written and verbal communications skills with a variety of internal and external stakeholders;
- Ability to work collaboratively with local, regional and state entities, as well as environmental groups;
- Demonstrated expertise with sustainability metrics;
- Experience in sustainability plan development and implementation;
- Strong knowledge of greenhouse gas reduction strategies, waste management, and energy efficiency;
